How Express Entry and the provincial programs fit together

Most skilled workers who move to Canada permanently arrive through one of two broad routes. The first is Express Entry, the federal online system that manages the Federal Skilled Worker Program, the Canadian Experience Class and the Federal Skilled Trades Program. The second is a provincial or territorial nomination, where a province selects you for its own labour market needs and your application then moves through the federal stage. Many candidates end up combining both, because an Express Entry nomination from a province adds 600 points to a CRS score and usually leads to an invitation in a later round.

The order of operations matters. Before your CRS score means anything, you have to qualify for at least one Express Entry program, which is where the Federal Skilled Worker 67-point grid comes in for candidates without Canadian experience. Before your language points mean anything, you need a valid result from an approved test converted to Canadian Language Benchmark levels. That is why the calculators on this site are kept separate: each one answers a different question, and mixing them together produces numbers that do not match how IRCC actually assesses a file.

A sensible research sequence looks like this. Start with the CLB calculator to translate your test results, because language flows into everything else. Then check the FSW grid if you are applying from outside Canada, and estimate your ranking with the CRS calculator. If the federal route looks slow for your profile, compare the provincial calculators, and if you have a job offer in a smaller centre, look at the RCIP community pages. Finally, read the official program page linked from each tool, because rules, categories and draw priorities change during the year and the published grid is always the version that counts.
